Employees’ State Insurance Corporation (ESIC) has issued an official clarification dated 31 December 2025 regarding the disbursement of Productivity Linked Bonus (PLB) for FY 2021-22 and FY 2023-24.

📌 Background of the Issue

ESIC disbursed PLB for the financial years 2021-22 and 2023-24 on an ad-hoc basis in the interest of employee welfare. However, prior approval from the Department of Expenditure, Ministry of Finance was not obtained, making the payment procedurally irregular.

⚠️ Procedural Irregularity Acknowledged

ESIC has officially admitted that payment of PLB without prior approval was not in conformity with the Government of India (Transaction of Business) Rules, 1961. The lapse occurred due to an inadvertent interpretation of autonomy.

✅ Corrective Measures Taken

  • PLB data must be compiled and submitted by 31st May every year
  • No PLB shall be paid without prior approval of the Department of Expenditure
  • Strict compliance with rules will be ensured in future

💰 PLB Status for FY 2024-25

ESIC has confirmed that PLB for FY 2024-25 has not been disbursed yet as approval from the Department of Expenditure is still awaited.
